Keeping Neighbors Out of the Cold

If you haven't been living under a rock for the past week you have noticed the term Polar Vortex.  This particularly nasty weather front is causing havok througout the Midwest and Eastern parts of the United States.  This weather has been so bad it has actually taken the lives of those brave enough to venture out into the storm.  

What we don't see is the toll that it is taking on some of the more vulnerable socio-economic areas.  Already we have seen this storm take the lives of our elderly and college age neighbors, what is stopping this weather from taking the lives of those who's home may just be a makeshift shelter?
